Project Overview

The United States Military Academy’s Office of Economic & Manpower Analysis (OEMA) conducts research, studies, and policy analysis that help Army and Department of Defense leaders address personnel policy, talent management, force structure, and economic sustainability. These efforts require the ability to transform large, diverse data sources into timely analysis while communicating complex findings through clear, accessible digital and multimedia products.

Since 2019, Oneida has provided analytical, video production, graphic design, technical writing, project management, and web development support. The team collects, standardizes, and analyzes transactional data files, database extracts, survey data, and other information from Army, Department of Defense, government, and academic sources. Oneida also develops multimedia products and project-specific websites supporting Army research and policy initiatives.

Approach

Oneida combined disciplined analytical methods with collaborative project delivery. Data analysts used statistical and database programming tools to organize and evaluate complex administrative, transactional, and survey data. The team developed appropriate data structures and analytical outputs to support policy research, program evaluation, and executive-level decision-making.

For multimedia and web assignments, Oneida worked with OEMA stakeholders through planning, production, review, and delivery. Video support included content curation, interviews, editing, graphics, licensed media management, and recommendations for software or equipment. Website activities included requirements gathering, information architecture, interface design, database integration, development, testing, launch, and maintenance. Regular stakeholder reviews helped keep work aligned with technical requirements, schedules, security expectations, and accessibility standards.

Results and Impact

Oneida helped OEMA convert complex research and workforce data into accurate analytical products and accessible communications for Army, Department of Defense, government, and academic audiences. Government performance feedback described project submissions as professional, thorough, timely, and free of errors, and characterized the work as complex to highly complex. The customer also indicated that it would recommend the team for similar future requirements. When workload requirements decreased, project leadership coordinated revised staffing with the customer, reducing overall cost while maintaining the required level of service.
